BER Rating and Heat Pump Eligibility
A Building Energy Rating (BER) records how efficiently a home uses energy, and it sits at the centre of the SEAI heat pump grant process. A pre-works BER establishes the starting point, a post-works BER closes out the grant claim, and the property’s build date decides eligibility before either assessment happens.
What a BER Actually Rates
A Building Energy Rating scores a home’s energy performance from A, most efficient, to G, least efficient, based on the building’s fabric, heating system, and ventilation.
From 24 May 2026, new BER certificates use this simplified A to G scale, plus a new A0 band for zero-carbon homes, replacing the older 15-band system (A1, A2, B1, B2, B3, and so on). Existing certificates issued under the old system remain valid for their full 10-year term.
Why the Grant Process Needs Two BER Assessments
BER Assessor vs Technical Advisor
These are two related but distinct roles in the heat pump grant process.
BER Assessor
Carries out standard BER assessments, the pre-works and post-works certificates used to confirm eligibility and close the grant claim.
Technical Advisor
A BER assessor with additional SEAI qualification, specifically registered to carry out the Technical Assessment that determines HLI and recommends upgrades where a home doesn’t yet qualify.
The Build-Date Cutoff, and Why It Differs From Insulation
A home must be built and occupied before 2021 to qualify for the heat pump grant. This is a different cutoff from insulation, windows, and heating controls grants, which all sit at 2011, easy to conflate since both numbers appear on the same SEAI scheme.
Application also needs the property’s MPRN, its electricity meter point reference, alongside the pre-works BER. Both feed into the SEAI application before a Letter of Offer is issued.
How the Rating Changes After Installation
Replacing an oil or gas boiler with a heat pump typically moves a home’s BER up several bands, since the certificate scores the heating system alongside the building fabric. The improved rating shows on the property’s public BER certificate going forward, relevant if the home is sold or let in future, a valid BER is a legal requirement for advertising a property either way.

BER and Eligibility Questions
Why does the heat pump grant need two BER assessments?
One before works, to establish eligibility, and one after, to confirm the improvement and close the grant claim. They serve different purposes in the process.
Is the 2021 build-date cutoff the same for every SEAI grant?
No. Heat pumps use 2021. Insulation, windows, and heating controls grants use 2011. Check which applies to the specific measure.
Do I need a Technical Advisor or a regular BER Assessor?
A regular BER Assessor handles the standard pre-works and post-works certificates. A Technical Advisor, an assessor with additional qualification, is needed specifically for the HLI-focused Technical Assessment where one applies.
How long is a BER valid?
10 years from issue. A valid certificate within that window can be used to check a property’s current HLI without a new assessment.
